Its not uncommon for civil government to use federal military land, or vice-verse, especially for law enforcement activities. For example, here in Florida, Avon Park Bombing range rents space for a prison facility to the State. Just because its in a “top secret” area, does not mean that the federal government would not be willing to allow the local government to rent space for something, especially something as simple as an unmanned radio tower.
