Could 9/11 not be avoided?

There is alot of talk here about how there were military 'excercises' that morning.........

Could it be that the Government knew an attack was inaminate but did not have specfic information?

And in order to preserve the 'fact' theat the US can protect itself from a threat.....they listed it as a drill to CTA?
