CIA FOIA Document ER-3-2809(Using ufo's as psyops)

I am not certain if this has ever been brought up before, but I found a very interesting and ODD document in the FOIA area from the CIA.
Subject: Flying Saucers
Dated:7/1/1952
Labelled:ER-3-2809

Proposal in which it is concluded that the problems connected
with unidentified flying objects appear to have implications
for psychological warfare as well as for intelligence and operations...

It suggests using ufo's as psyops, and what was truly odd was that it brings up using weather balloons in reference to project blue book....

at the end of document it says:

This paper is a short introduction to the "balloon phase" of project blue book.

It's an amazing document. Best FOIA I've seen on ATS yet. Needs cleanup and/or conversion into html/txt.

what i find fascinating is the language-

"in which it is concluded that the problems connected with unidentified flying objects"

problems?,are reflections,swamp gas and venus a problem!?!?!?

In the context of the rest of the document, I think they're talking about the general controversy stirred up by UFOs, their ability to create irrational thinking, to stir people into forming "warring" factions, so on and so forth.

I think you're right. This sentence is huge.

Problems absolutely implies something non-terrestrial, or at the very least, something that cannot be explained at all.

Extraterrestrial, unexplainable, or capable or causing mass discord? Or all of the above? Whatever the case, yes, this pretty much is the mother-of-all-FOIA-documents, so far.

i get that,suppose i should have been clearer.

im saying they are acknowledging that efos exist so they are able cause a problem.

look at the language used on page 8,

"intelligence problems include,knowledge of the exact nature of the phenomenon,especially-

whether they are susceptible to control and can be thus utilized for either military or psychological defence or offence"

this is the cia,they arnt talking about swamp gas or anything of that ilk!

I agree that the text on page eight, when coupled with other things we know about UFOs, in general, lends a lot of credence to the "not one of ours" theory.

I may be an idiot, but I don't understand that document at all.

What is it trying to say? Can someone explain it to me?

Hm. I would say "critical thinking" instead of "imagination"...because I am convinced this stuff is real.

"implications for psychological warfare" is a multiple term. Firstly the use of a false UFO cover by a foreign invader or other enemy- ie covering Earthly flight by using a UFO smokescreen.

Secondly the meaning is also, and this has been proven by later intel behaviour, that the UFOs ARE WAGING A LONGTERM PSYCHOLOGICAL CAMPAIGN.

This has become a totally settled point. The behaviour of the entities in almost all real cases bears this out too.
