Are we allowed to change our screen name on ATS, if so does it require ats points?
Or is there any way an admin can change my Screen name on ATS for me ?

The only means by which to change your ATS userid is to re-register.
Any and all points, titles or stature are lost... you start anew, with a clean slate.
