This PDF is a report conducted as a joint program between, and sponsored by the U.S. Air Force Research Laboratory and the Office of Naval Research looking into the potential uses of the High-frequency Active Auroral Research Program. Initially discussed is the natural behavior and relationship between the Sun and the Earth followed by, how the regions of “Geospace” can be used for the application of various technologies and all with a fair amount of detail. The conclusion was that the HAARP provides a unique source for remote sensing and communications use (transmission and disruption of) among other things.

HAARP –snippet-
“The HAARP facility, currently under development in Alaska, is the outgrowth of more than 30 years of ionosheric heating research. A wealth of experimental studies conducted at ionospheric heating installations, such as the ones in Arecibo, Puerto Rica, Tromso, Norway, Fairbanks, Alaska, and several installations in the former USSR brought the understanding of the physics and the phenomenology of the HF-ionosphere interactions to a new plateau.

In 1990 in major workshop sponsored by the Office of Naval Research and the AIR Force Research Laboratory, and with representation from the National Science Foundation, took place in New London, Connecticut. The workshop, attended by more than 60 representatives from key science, technology, applications areas, defined the operation requirements of the next HF ionospheric transmitter and presented the rationale that led to the HAARP.

It was concluded that an HF transmitter located in the auroral zone, with ground power three times larger than the one at Tromso and operationally enhanced with the flexibility provided by the most advanced phased array and software technology, would provide the nation with unprecedented capability to locally control the state of the ionosphere. The workshop endorsed the HAARP transmitter as the cornerstone of the transition from ionospheric research to technology and application.

GEOSPACE & HAARP SCIENCE - Snippet -
The Sun controls and shapes the three major regions of Geospace (the magnetosphere; the ionosphere; and the atmosphere); these regions interact with each other and form a chain connecting the Earth to the Sun. Disturbances from the Sun spread via solar winds and solar radiation which spread through the chain and ultimately influence the weather; climate; and communications (radio etc). The clouds and the Earth’s surface play a critical role in this chain, which is finely tuned to be in a delicate equilibrium with life on Earth

The polar ionosphere located above the Arctic is of particular significance due to the magnetic field lines traversing this region connect directly to the solar winds (a stream of charged particles). Furthermore, the solar winds functioning as a conductor creates an electric generator similar to that of a conventional generator (electricity generated whilst a conductor rotates or moves across as magnetic field).

The current generated by a solar wind is guided by the magnetic field, you are then able to “close” the electric circuit by traversing the polar ionosphere. This is known as the Auroral Electrodynamic Circuit and carries towards the Earth 0.1 to 1 million MegaWatts of power (equivalent to 100 to 1000 large power plants). The energy is dissipated in the polar ionosphere and transferred to the mesosphere, driving complex photochemical and plasma-physical processes. A fraction of this energy appears as the aurora borcalis.

Would this indicate that there is a race for power/control over satellite systems?
Could it be used to turn off ‘enemies’ communication/control systems?

This is an excellent find Hopefully it'll help dispel some of the more persistent yet outrageous claims made about HAARP.

In regards to outrageous claims, I’m sure that after reading the FOIA document, the ‘visions and implications’ of HAARP are now left wide open….. and this is food for the conspiratorial mind.
Conspiracy theory yes … now with this document outlining some of the HAARP potentials
it does not take much to assume certain implications/outcomes of this research project.

I’m sure there are more HAARP documents to view in the near future…

A project this big, and this small release here is the tip of the iceberg. For every document they do allow release for theres 100 more not released.

The "conspiracy theorists" claims on HAARP being used for weather modification are not at all far flung, especially when you look at Bernard Eastlund's original patent that they based it on. He stated his idea had weather modification potential as well.

This is the Government we are talking about. Does anyone really take anything they say at face value?

The super weapon potential of HAARP should tell you something.

More from one of the Patents used in HAARP.

This invention has a phenomenal variety of possible ramifications and potential future developments. As alluded to earlier, missile or aircraft destruction, deflection, or confusion could result, particularly when relativistic particles are employed. Also, large regions of the atmosphere could be lifted to an unexpectedly high altitude so that missiles encounter unexpected and unplanned drag forces with resultant destruction or deflection of same.

Weather modification is possible by, for example, altering upper atmosphere wind patterns or altering solar absorption patterns by constructing one or more plumes of atmospheric particles which will act as a lens or focusing device.

For example, the plasma sheath surrounding a missile or satellite could be used as a trigger for activating such a high intensity field to destroy the missile or satellite.

Still further, plumes in accordance with the present invention can be formed to simulate and/or perform the same functions as performed by the detonation of a "heave" type nuclear device without actually having to detonate such a device. Thus it can be seen that the ramifications are numerous, far-reaching, and exceedingly varied in usefulness.

It is an irony when I look at the HAARP Webpage and the descriptions for their project is stated as a research program.
Well yes it is - in a way, but with looking at the patent there is obviously a different agenda in play…

I also noticed in the FAQ on the HAAP-site that they use only the grid power for the normal household needs.

How much power does HAARP take from the power grid?
HAARP draws only housekeeping power, used for lighting, heating, and computers, from the local power grid. During research operations, the HAARP facility is taken off the local power grid completely

So.. now.. where does the electicity come from to to produce approximately 3.6 million Watts of radio frequency power???

From my understanding from what I have read on other sites is that it comes from the natural gas deposits in Alaska.

In those ARCO oil fields, the natural gas is re-injected into the Earth rather than "flared" off or produced for use, as done in most other oil fields around the world. The re-injected gas increases the oil field pressure and thus creates enhanced oil production. No market for this natural gas exists, as it would be very expensive to pipe it from there to market in the US. The HAARP site is close to an already granted right-of-way for a future Trans-Alaska gas Pipeline! All of the significant regulatory hurdles have been passed for constructing the gas line should markets be found. Does HAARP and its possible military mission represent a huge natural gas market for ARCO?

So Essan youre the weather dude just supposing whats the worst case scenario for a HAARP heated ionosphere?
Any relation to the Schumann frequency and the brainwave freq?
Also the thing seems static as in not "aimable" in a weapon sense though that ability might not be mentioned.
With the brainwave frequency stuff I believe the TV is a more possible source for mind control, but heh its all interesting....

Disruption to radio communications. Just like happens when the Sun - which is just a tad more powerful than HAARP - heats the ionosphere on a regular basis.

There are some who argue that solar flares lead to increased cyclonic activity, but this has never been demonstrated. But on that basis, really worst case scenario would be that the UK would get a mild, zonal, wet & windy winter ...

So is a localised weather event, such as a cyclone a possibility using HAARP induced ionosphere heating? I used to read a little on the brojondigest about it but his site was hacked to death...

You can view the HAARP Log for the whole year of 2005. Many readers have written to ask, "Was HAARP on when the earthquake, hurricane (or whatever) occurred?"

I usually need to write back and tell them that HAARP was not on at that time. For the last 5 years, I have been looking for correlations between HAARP transmissions and weather or health effects. As a scientist and researcher, I have kept a continuous log of HAARP transmission since early 1999. So far, I have not found any correlations. But now you can do your own observations. Was HAARP on last month when you got that fever or rash, or when that strange weather or tornado happened? You can check that for yourself by reviewing the online version of the complete HAARP Log.

Was HAARP on when the Chinese earthquake occurred? A Taiwanese satellite registered a decrease in ionospheric electron density by one-half at the time of the earthquake. An Australian scientist said there was undoubtedly ionospheric precursor (whether as a cause or an effect is not stated). As I understand it, HAARP can be aimed.

They clearly state that it can be. There can be no mistake in the intent.
However they also note that the electricity drives processes in the Mesosphere. Withdrawing the power could prove disasterous.

However the electricity which a solar cell can generate is 100 times more powerful in space. Back in the 1970s aerospace engineering shows sometimes featured devices which would build great solar cell arrays many miles across in space, things the size of a refrigerator that corrugated rolls of aluminum into triangular girders. The problem was how do you get the energy back to Earth.

Picture a ring of 5 or more smaller man made moons orbiting the Earth constantly generating electricity and dumping it back down to the surface of the earth.

A microwave transmission would have horrendous weapons potential and would never be allowed. If you pumped that power into the mesosphere then you could tap the earths electromagnetic field without fear because you are maintaining the balance. They have developed a way to get energy down from space, or more precisely they have developed the half which gets it down. They have not developed the half which plugs the solar array into the mesosphere.


So the last piece in that puzzle would be how do you pump electricity directly into the mesosphere from a solar cell platform in space?

The replacement of 1000 power plants with an infinite power source would be spectacular but not sufficient. However if you could pump the mesosphere from space there would be no limit to what you could draw from the system while maintaining the general balance. There would only be the localized high voltage stream where the tapping was occuring. If necessary multiple streams could be maintained to minimize local stream related issues.
