Is the UK susceptible to public disorder?

According to "Total Intelligence Solutions" The UK "remains susceptible to public disorder."
I just found out who runs this company from wiki:

I can't say I have noticed what they said about being at risk of public disorder-unless of course they happened to visit on a Friday or Saturday night,at around closing time..
