Has anyone noticed the NSA Phone Tapped Stickers on Public Phones?!?

I went into the mall today, and i went to get a water out of the coke machine. Right next to it were 3 public phones and they all had stickers that read:

THIS PHONE IS TAPPED
Due to the patriot act, this phone call is being recorded.. please call xxx-xxx-xxxx for more info.

Have i been living under a rock, and is this sticker on all phones now??

Looks like something a jr. high kid would do.
or some lunatic CT that thinks he's cute.

...its gotten to the point when Im on the phone with people I dont even say good by, I say, ''hey I gotta go the NSA is recording me'' and then I hang up
