Apparently they have been making the move to do so for a while now. With or without success theres no definite answer out there. Kinda scary dont you think? What's next?

The article claims the US has been attempting it since the 60's. An explanation to chem trails perhaps?

What do you mean "the U.S. has been attempting to control the weather" ? Don't you know about HAARP? It controls the weather, exerts mind control over the entire population via ELF radiation (an upgrade from earlier DWARF and GOBLIN radiation, no doubt), wages war against various alien species, freshens breath, whitens teeth, insures strong bones and a glossy coat, and even brews a decent mug of tea!

Sorry...couldn't resist.

On a serious note, if you read carefully, the Chinese are using the same form of cloud seeding that was tried in the U.S. since the late 50's and early 60's (thus the reference to U.S. attempts at weather control going back that far). It wasn't particularly successful because it's too situational. The Chinese might be more satisfied with the results, since from the sound of the article you linked, they're less interested in increasing overall rainfall, and more interested in washing a lot of crap out of the air in a fairly localized area.

No, this is just cloud seeding. Sometimes referred to as weather modification. Those selling the process claim it works ...... The US tried it in Vietnam before it was banned for military purposes. Most experts doubt it made any difference anyway.

As for 'chemtrails', they're better known as contrails
but they may well be implicated in inadvertent climate modification aka global warming
