Lets say If I was to find a site that exploited certain programs, games, Operating systems an races an so on....

what are the steps an ways that I can take to turn a site that is truly an illegal site?

an also is there really an ability to have illegal sites an so on>?

theres really not much you can do. if I understand what you are saying, it is that you want to help get rid of illegal sites, if thats not the case, stop reading and just correct me.
not every country has the same laws, and since not every single server and isp is in one country, the internet is full of different laws, and there for sites that may do something that would be illegal in your country.

Take pirating for example, the USA has some huge anti piracy laws which make it illegal to run a pirating site in the USA, that means that a pirating site has to keep its servers outside of the US and have an isp outside of the US.
