Subliminal splicing has been around for a long time, but it was made illegal when they started using it to profit off of moviegoers in theaters. They
would use it to put in ads that suggested to the audience that they were hungry, and that they needed to go get something to drink/eat. It didn't
work all of the time, but it worked well enough that it saw some profit.
Now, I don't believe that there's any picture that can cause something like that to happen on the internet, as it would have to be hidden from view,
only able to be seen by the subconscious mind. I imagine that that would be quite hard to do with a single picture.
