While I agree that this photo was taken at Skunk Works, (it's been published in several books and stated as such) I'm not so sure that a test
facility would not have projects in such a state of developmental/manufacturing process.
Although I cannot speak for Groom Lake, I do know that Tonopah is one "test site" where one may find a variety of prototype projects in such a state
of progress. (UAV's in particular).
