I'm anything but a political expert but just from the news report and stuff I've seen, it looks like Chavez just kinda went off the deep end and started convincing himself the U.S. might invade him so he buys up all the military stuff he can gets his hands on, etc.
The U.S. might be observing him since he acts so crazy but I don't think the U.S. has any real interest in him other than just to watch him. He brings a lot of negative attention to himself.
That's how it seems to me anyway but I'm not saying I'm right, it's just an opinion from the things I see.
