European Union tell Texas to Stop Executing prisoners?

BRUSSELS (Reuters) - The European Union urged the governor of Texas on Tuesday to halt all executions before the U.S. state carries out its 400th death sentence since reinstatement of the penalty in 1976.

Um. Please help my confusion on why the EU has a position on Texas's policies. This just seems strange, no?

The EU is vehemently against capital punishment, Texas is about to have it's 400th execution
(much higher than any other state), they are expressing there opinion.

I agree with them on it to, the death penalty is inhumane, barbaric unethical/immoral
and IMO crime committed by the state.
