What does this really mean?

This is the Asiann-Pacific Economic Cooperation Summit. Does this indicate that there might be some emergency situation going to happen during the APEC?


Mr Rochford says the system is well designed to cope with any possible issues during the summit, with hundreds of health professionals volunteering to work at the on-site clinics established at secure APEC sites.


Perhaps it is just routine preparation but I haven't heard of anything like this before.


"But what we're really hoping for is a happy and constructive APEC event."
