Penn and Teller set up a petition for banning dihydrogen monoxide, better known as water. These phonie environmentalists are signing a petition to ban water! Even the head organizer of the rally signs the petition!

I think you guys missed the point. This is another gag designed to wake people up. We have them up here fairly regularly to keep people on their toes. Things like this are meant to get you looking at what is going on around you, as well as being a intellectual joke. Try one yourself and you will be amazed at the reaction you can get. Ban O3- ozone or petition for restrictions on the ownership of cetations as house pets- whales. The best way to bring attention to an issue is to try controlling an impossible or totally stupid aspect of it. When the gag breaks, the people who get stung aren't usually nailed publicly, but they never forget the cause.
