Question about bar line at the botom of user's points

I feel kind of silly opening a thread for an issue like that but I was wondering about the bar line progress and why is so different between users. For example I have 37657 points in ATS, less in BTS and fewer in PTS and my progress bar is just a little one. But I see some users with way less points and also post numbers then mine and their progress bar is longer. I mean is kind of silly discussing this but I'm just curious what is the criteria and what does that indicates?

At the same time I want to ask about points. Before we use to have alot of ways to increase the numer of points and of course to use that 'amount' at the ATS store. Now with the new ATS design and system is very hard to make 'ATS money' which makes it hard when someone wants to change either the background or the color of the letters and so on.

If this issues have been discussed before I do apologise.
