Jeez, why can't they do what they did in the 50's and build small towns where they can practice these drills endlessly without the public having

Homeland Security Officials have been staging a mock terrorist excercise in
Las Vegas called "Terrorex 04". Part of an annual convention to showcase high tech products developed to be used for the fight against terrorism.
