Handling News Submission

I was wondering if there was a better way to handle breaking news stories, perhaps by consolidating the three news boards and color-coding the news stories by topic. I ask because I find that I often either miss a story that has been posted and post a repeat or have my stories moved. And while there is an editorial decision that must be made about where a news story belongs, and I recognize I'm not the person who makes that decision, I sometimes think that a story that I have posted has ATS themes and it is moved to PTS. In addition, as a practical matter I and many others on ATS do not go to PTS all that often and so when a story gets moved to PTS it seems, practically speaking, as though it is going to discussion limbo.

I wanted to throw this out to see if people experience something similar or have any thoughts on this. It is possible that I am totally off the mark, and there may be other considerations vis organization, management and coding that require that the breaking news sections stay separate.
