It looks like dust/flaws to me, since those spots are present throughout the whole picture, plus the quality doesn't seem that great.
That's just my opinion though...

Yeah, I'm not getting much out of this. I agree that it seems to be an anomoly of some kind.

If it had more structure/visible geometry to it I'd be more willing to dig. Surely there must be even higher-res copies of these photos, though, does anyone know where they might be found?
