B'Etor (Klingon sister of Lursa) from the House of Duras. She also played Nimira in Voyager episode "Random Thoughts".

Don't be too impressed, I simply googled on "Walsh Star Trek" as "walsh" was in the filename...

The actress' name is Gwynyth Walsh.
