Errr whats the history of this document, whats the authenticity as well?

Just by cursory glance, I see some errors contained within the text...

One error is the RANK abbreviation given for some of the officers there.
Commander for instance should be abbr. CDR, and not CMD
www.navy.mil...

Also, whats an executive decision? states that executive decision 91-812-4a...

There are Executive Orders, and under Bush (43), National Security Presidential Directives. Under Clinton (during 1993-2000), they were known as Presidential Decision Directives. These are not sent out for public knowledge. Nowhere are Executive Decisions found, It could be an NSA directive however...

In addition the CPT. Jonathon Fischer , which I assume is abbr. for Captain, is also incorrect by Navy code, it should be CAPT. not CPT. Only in the ARMY is Captain referred to as CPT abbreviation.

Its also noted that the writer/author of the document is FROM THE NAVY, so it would be a MAJOR STRETCH OF LOGIC to assume that a Naval Officer would get all of this basic rank abbreviation stuff wrong. Its like information INGRAINED into officers, you dont get it wrong lol.

Anyway that was from a cursory look at only the 1st two pages of this document.
