I would assume it ment, Not very good at what they do,

ie a duck to water= good,

It's most likely a reference to an old accounting addage: "If it it walks like a duck and quacks like a duck, it is probably a duck". Although I have never heard it phrased the way you put it and can't find any referrence to the phrase, "like a duck to accountancy", anywhere on the internet. Hope this helps.
