I think what you are refering to is Tesla's efforts in wireless electricity. This would be free in the sense that it could be used by anyone for no cost however would still requre energy to transmit.

The only "free energy" device idea that Tesla documented so far as I am aware is the Radiant Energy Device , which would work however would require a tower 60 miles tall where it could tap into the electricity above the ionosphere!!!

High powered statics based on the gaseous ether laws of Tesla.

Force and momentum are in a direct relation between charges.
Is all charges and statics needs no power only voltage.
Where are the charges... in the air.. space.. Cosmos...

Tesla coils are cool, fun and quite easy to make. Just be careful with them.
