If somehow carbon monoxide could be converted to energy and broken down into basic non toxic elements, would be the solution...will I ever see this in my life time?

Actually carbon monoxide is flammable, burning it with oxygen (well most know that you need oxygen) gives CO2.

however you get it when there is incomplete combustion due to lack of O2, so it is quite often produced.
