Does anybody is concern with those facts?

If you remember, when the URSS fell down they sell plenty of chemicals, biological and nuclear weapons to smaller countries.... Im not really concern by the Major countries Like USA having biological weapons, but by smaller countries having one bomb and nothing to loose.
Keep in mind North Korea that starts a psychological war against enemies when they tell that they have The Nuclear bomb.
