Here in the UK most of the police stations have a notice that reads as follows:

�All Aliens must report to their nearest police station upon arrival�

So I think this might constitute proof

There on about Asyulm Seekers but imagine their suprise if one day two greys walked in and said "where aliens here to register". Actually I might get a costume and try it
