Right... I understand that there has been no formal declaration of war with either Afghanistan or Iraq... which is, in my opinion, part of the problem. Invading another country (without bringing up here the reason) is an act of war and should be legally recognized as such.

It is all part of the trend toward Congress being largely useless.

My scenario is admitedly very hypothetical - I'm just saying that the excuse being used that Congress can only stop these wars through drying up funding is incorrect in my opinion.

Congress has a lot of power in this area, as detailed in the Constitution. But it takes courage, integrity and honor to use this power wisely... none of which Congress as an institution seems to have lately.... for the last decade or so.
