Might explain some ufo sightings though.

Seen this before.

NO one knows for sure whether Russia has operational alien tech although it is believed they have in fact recovered downed alien craft.

Likely that some Russian programs have developed operational craft but I see no reason to believe that they would be superior to anything made by US.
