You know what? It is very cold in the north of England, as well as Wales and Scotland, but it's not that, in my opinion. I have good friends in Sunderland, and even when it's cold as hell out, they don't wear jackets. They think it's not "manly". Also, IMHO, it has to do with their atrocious socialized medical system. they get a cold, and by the time they see a doctor, they are dead from triple pneumonia...
