In the case of Howard he doesn't have any of the mana that even an inept POTUS does. So he has to take beer along to appease eh.
I originally thought the math symbol in the title was a euphemism for Why John Howard Arselicks George Bush. In which case, as Mark Latham correctly
describes, the answer is to get a pat on the head.
