I think most people will say Arnie, what ever you think of his action movies, he made plenty of them lol
Just to be a bit different how about Toshiro Mifune.

Bruce Willis is possibly my fave, but Arnie's films will always have a special place in my heart... I mean, the cheese levels in the script are such, that they can be viewed as comedies in some lights. I direct you to Predator and Commando for perfect examples.

To be fair Arnold has ALWAYS been the most popular action star in America. I don't think it necessarily has anything to do with the quantity of the movies he made.

As for Toshirô Mifune, I haven't seen Zatoichi Meets Yojimbo in years!

I like Brue Lee for the old school movies. He defies all logic. When people say that I look skinny I ask them if they though Bruce Lee was a week person.

They always say, well of course not.

I respond, "Bruce Lee is proof that Size and Mass does not equal strength!"

I like to twist my arms and sholders like he used to do to crack my joints and lossen up. Actually that was all show for that move and some people. The truth is that if you do that alot it will screw your joints up and he knew that.

I have a few favorites, but one I'm sure most people wouldn't agree with so I've got to explain it.

Steven Seagal

The time when I liked him was in his first movie Above the Law and he had the potential to be great then. After that for various reasons he went way downhill, but at that time and in that movie...he's really good.

Other favorites of mine

Matt Damon - Bourne movies
Christian Bale - Equalibrium is awesome - Read about it here
The Rock - in a few different movies
Bruce Lee - duh
Daniel Craig - the recent Bond movie
Hugh Jackman - as Wolverine
Billy Zane - in The Phantom
Eric Bana - in Black Hawk Down

And sadly Brandon Lee is not longer with us. He was going to be big and had a couple great action movies, one with Dolph Lundgren.
