An explanation along with the link would've been nice.
What happens is that a woman runs her ballot thorugh a scanner, and the paper ballot is put into a box. Then she talks to some officials. They open up
the ballot box, remove her ballot, give her another ballot, she runs it through the scanner.
This of course means that she voted twice.
They should never be opening ballot boxes during an election, short of someone having put something other than a ballot in there. And they definitely
shouldn't be removing ballots from the ballot box.
Its not the crime of the century, and it seems like these guys just made a mistake. But, its pretty clear, they're officials supervising an election,
and they did something incredibly stupid, so they should both be fired. The woman should also be arrested, if they remember her name, but first and
foremost, the two officials need to be fired, they're clearly incompetent wrt overseeing elections.
Also, lets consider something, lets say she voted for the wrong candidate. Then redid her vote, and voted for the prefered candidate.
That would be as if she hadn't voted. She'd've had to vote twice for the one she wanted to register a 'net' vote for that person (and of course,
I am assuming that was the problem).
