Bush/Cheney 2009 Plan

I was listening to Republic Broadcasting Network and it was mentioned that Cheney's plan was to push the Iraq war to the next administration to deal with. Also mentioned was the fact they said the troops that were stationed there were considered expendable.

Has anyone else heard anything about this? It would make a good plan for the current administration. They create the mess and then push it off on to another to clean up and deal with. This leaves almost 2 years left of war. So many more deaths on both sides. If this were the truth I guess he would consider our soldiers expendable.
