No, they were speaking about the US military and how it could be transformed, but absent a Pearl Harbor style event, it would never happen because of the people who dont think we really need a military anymore.

NTSB investigators recovered two flight recorders from the crash. Their investigation relied heavily on evidence pointing to El-Batouti as the one responsible for the crash.
