Automatic License Plate Recognition

I've looked around for more information about the Automatic License Plate Recognition (ALPR) here on ATS, and I can't find anything, and I was wanting some assistance on this issue.

I just received an email from a retired boss of mine, and he was questioning the "constitutionality" of the ALPR. Here's the video:



I feel this technology to be an infringement on our 4th Amendment for the following reasons:

1) It's an "unreasonable" search.
2) There's no warrant for said search.

The 4th Amendment states:

The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.

Before I get flamed for this "assertion", I do understand that there hasn't been a Supreme Court Case to determine this "new technology" or its use to be unconstitutional. As well, my stance is that this type of "spying" doesn't prevent crime, it will only displace it. True criminals don't care if the car is found and taken into custody of the Law Enforcement, they'll just get another car. People driving without a license, or with expired insurance... that's no excuse for the American populous to be "guilty until proven innocent".

What are your implications on the legalities of this technology?

After some further reading and thought, quite possibly, could this also infringe the 5th Amendment, by simply implicating you are, or could be guilty, just by driving your car?

No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a grand jury, except in cases arising in the land or naval forces, or in the militia, when in actual service in time of war or public danger; nor shall any person be subject for the same offense to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.

Every day that goes by leaves me feeling that my decision to get rid of my vehicle was the best chioce I ever made in my life.

No insurance.
No gas.
No inspection/emmissions/break downs/property tax.
No pollutants.
No car payment.

The cons definately outweight the benefits IMO when it comes to owning a vehicle.
