World Government required before Extraterrestial contact is made

Why do UFO's taunt us by hovering over our cities?
Why the push for NWO against so much opposition?

Out on a limb here, do you imagine it possible/probable that observers from elsewhere would not make contact unless a planet was united; for thier own saftey?
i've seen some star trek episodes dealing with this.
I am listening to last night's Coast To Coast, and this idea grabbed me.

This is part of the belief system of the Raelian Movement. Supposedly in 1975 this guy named Claude Vorilhon was abducted by aliens and taken to their home planet. He had been a repeat abductee for about a year at that time. Through constant contact with the aliens, they had explained to him the who, what and how life on earth was created. It followed closely side-by-side to the beliefs of several religions, basically putting a modern twist on them. Since then, he's adopted the name Rael and created a religion to spread the word he was given. Part of the message Rael is sharing, is that ETs are waiting for a world government and an embassy in nuetral territory before they will make public contact.
