THE BIG BANG THEORY ADMITS that the universe was a very high temperature plasma of million of degrees after inflation....after the big bang and then
it cooled down..
when the universe cooled down it would be impossible for all the charge distribution to be EXACTLY balanced due to the vast VAST distances
involved.

run a very hot bath which scalds you then pour some cold water to cool it..
you will still find hot spots in the bath water after the cold water was added as it takes time for it to diffuse...
in any case stars/galaxies give of VAST AMOUNTS OF ions continously...whole galaxies of them...
the universe is dynamic... not static....
and moving charges MUST generate electric fields and magnetic fields....
empty space is full of a particles with a density of about 1 particle per cubic cm...
astronomers ONLY EVER use gravity to explain motion in the universe.

rub a plastic pen against against nylon and you can use it to pick up bits of paper AGAINST THE ENTIRE COMBINED GRAVITY field of the whole plant!
and you know what magnets can do already...
when you walk across a carpet you become charged! and you get a mild shock sometimes...
yet the universe is filled with high energy particles
gravity is the MOST weakest force!! and yet astronomers have used it to build a house of cards which is heldup ever fanciful fude factors like dark
matter and dark energy....
the above observations can be explained by simple electromagnetic forces and this has been done
