Kava kava tea is a nice legal alternative to alcohol. Its not very good plain, but some come flavored. Vanilla and banana are good. Chocolate... not so much.

Maybe brought up already, but in the netherlands there's some drugs that aren't illegal, though they are illegal in almost everywhere in the world (aside from the netherlands, of course)

Also: One of the most strong, intense drugs ever, is found in what we have all around us (unless you live in a weird desert).

Ahh yes, it can be extracted from grass, but you're better to get it from the bark of a certain tree...
