so who makes the decision to have articles in the banner?

what are the requirements for floating threads on the banner.I can see the ohare reason but small articles like obama is anticrist are taking space.
I was thinking if you guys could float this article.

Other than that, maybe submit a Suggestion to the staff. But I think lobbying for your own threads to garner some attention may not be the best approach.
