Highly Organized Gang Activity

I have thought about something. Where I live we have things called Neighborhood Associations. These people have divided up sections of this city. I have had a few dealings with some of these people and it amaises me how much power these people are trying to get.

They hold meetings, create polocy, and inforce rules on each other. The more I thought about it the more I came to realize that these Associations are nothing more thain highly organized nonviolent gangs.

So what do you think about this? These are the same people that are adimatly against gangs in these same neighborhoods but they go and create their own gangs LOL
