Evidence Flexibility?

Wow,

Does this mean if you get arrested for possible terrorism, you haven't got a hope in hell?

Scenario,

Someone doesn't like you and trumps up a false story about you having terroists ties, you go to jail based on hearsay and possibilies.

Why stop there, why not have different levels of credibility to determine the amount of time you go to prison for.

I hope this isn't the starting block for a serious change in human rights.
