Sacrificial US agents and Gov. officals?

At what point do you feel the government would Sacrifice one of their own? I was thinking about the Japanese balloon bombs that were kept hush(not sure for how long). Now I can understand why to not recognize these threats but can this be applied to US officials? Like if you have an agent on a case and a bombing,assassination happens and the government were to just setup and blame the agent to avoid recognition of the true threat.

I am sure we can really bend and twist these examples for exterior and interior threats and other possible agendas, however I am curious if you think there is actually the possibility of this ethic within.
