You guys are completely forgetting the COST of an operation like that.
Those microchips wouldnt be cheap - neither would the tracking equipment, the staff, the maintenance etc.
Forget the moral dilemma (we all know politicians have loose morals anyway) its the financial dilemma that would sink this idea.
