LOL and this makes them better how ? If anything it makes them worse being brutal isn't the sign of a good special forces soldier. This doesn't make
them any better in hand to hand combat or better shots. In fact it is very unprofessional.
We have seen how the Chechans have kicked Spetnaz ass, beating each other up didn't help them 
It seems that when Petnaz is called in to resolve a hostage situation, they kill more civilians than bad guys eg. Moscow theater seige, Beslan etc.
They wouldn't be considered tier 1 operators. You try and compare them to the SEALS or Delta, don't make me laugh. Against the SAS .....
