I found this article confusing. It sounds like they're talking about several different things at once.
The ISRO is planning on sending a probe to the Moon called Chandrayaan
by 2008 roughly.
The ISRO also has a long term project going on which is the development of a reusable launch vehicle (RLV) based on scramjet technology and would only
be used to launch small satellites into Earth orbit, but for the fraction of the cost compared to current launches. A scaled tech demonstrator is
scheduled to fly around 2008 as well.
I do not believe that the ISRO is planning to make a space capsule like the Apollo, Soyuz or Orion or anything along those lines. I'm not even sure
if there RLV is even meant to be manned either. The details are extremely minimal at present.
