Due to events of the recent past, a certain agency has had a dramatic change in it's way of conducting given "priviledges". Being that of having the US President to report directly to. Supposedly that has all changed, and the following information explains why and how.

In 2004, Congress passed the Intelligence Reform and Terrorism Prevention Act which created the Office of the Director for National Intelligence (DNI) to oversee and coordinate all intelligence collection in order to advise the Congress and the White House.
CIA no longer reports directly to the President
