England rugby coach Clive Woodward could be in line for a CBE in the New Year's Honours list according to documents leakedby a Whitehall ``whistleblower''.

The leaked minutes of the main honours committee which vets people for knighthoods are revealed in the Sunday Times.

The secret documents described the discussions by Whitehall's most senior civil servants about the merits of 38 people being considered for the new year's list. They were leaked by someone who believes the honours system is too secretive and preoccupied with public relations, according to the report.

Clive Woodward, the mastermind behind England's success in the rugby World Cup, has become 'Sir Clive' after being knighted in the New Years Honours.

The England head coach joins an elite group of sporting knights while the other 35 players and coaches in the cup-winning squad also received awards for their part in the triumph.
