It is pretty easy to grow your economy quickly when it is has been in the #ter like the Russian economy. If I have a new small business that nets me a profit of $1000 my first year and then the next year it nets me $2000, I have doubled my profit in one year, that is good growth and is not that hard to do. But if I have a long time small business that gets me $1,000,000 profit a year it is a lot harder to double it to $2,000,000.

And yes the US does have the best techonology and the most advanced techonology. There is a very simple reason for it. The US spends almost as much on military expenditure every year as the rest of the whole world combined.

In 2003 the US spent an estimated $466 billion dollars on military expenditure. The rest of the world combined spent $500 billion dollars. It is estimated that Russia spent about $50 billion dollars. That is quite a huge difference.

If you want the best and most up to date technology you have to spend money. It is one thing to be able to design good stuff, and it takes money too, but it is also another thing to be able to implement the techonology and actually afford to produce and use the stuff.

That is true. During the Cold war Russia got by with spending about 1/3 of what the US did. But that is easy to do in a communist country, the people there did not have nearly the wages or the standard of living of the US. But now times have changed. Workers are going to demand more and more money. The military expenditure is not going to go as far as it once did.

Comparing to $3,000 in US.

So thats way Russia spends less.

Yes, but there is more to building jets than just paying the workers. You think when the US spends $30 million dollars on a jet it is because the factory workers that assemble the jets are being paid that $30 million dollars. The wages of the actual workers makes up a small amount of the cost.

if there is 10 works who get $100,000 a year it will not equal a small amount.
