hmmm either is something wrong with the zip file or i am stupid. I downloaded the thing, unzipped it and nothing happens. there is no application icon i can click on, where the hell is Configuration? .... what am I supposed to do?

Well, it's an " exe " file. So you just have to run it and it will install the application. * confused also *

No, it's not a desktop theme. The matrix code will run as background but will not install any icon..etc.. on your computer. It's like a screensaver but you are still able to use your pc while seeing it running.
