Who decides who should be BANNED?

I am not trying to sound anti-ATSstaff.

I think they use one of those magic 8-ball thingamajigs on a random basis to keep us on our toes.

Ultimately, I think it's the super-moderators and the nice fellow who runs this site.

Who do you think makes such determinations?
A committee, maybe?
Possibly the ATS community Supreme Court?
